Purchasing Principles

The City of Quinte West strives to purchase and supply the proper equipment, materials, supplies, and services when needed, with the right quality, the right quantity, at the right price, from the right source, and at the right time using a competitive process that is open, transparent, and fair to all.

Process 

The City operates using a combination centralized/decentralized purchasing system.  Only formal bid documents where the spend is expected to meet or exceed the $25,000 threshold are mandated to be posted to this website.  Each department has delegated authority to purchase in accordance with the requirements of the Purchasing Policy By-law for spends less than this amount and their appearance on this website is discretionary.

Tender openings are public, usually conducted within minutes of the closing time.  Request for Proposal openings are not public.  Total tender amounts (not line item) are public information, and the names of Respondents to a Request for Proposal (not their proposal detail or dollar value) are public information and will be shared through this website as soon as possible following a closing.

Providing any given spend can be awarded within the predetermined budget allocation, the Department Head has authority to award without futher Council approval.

Important Notice

Electronic bid documents are available for viewing or download from the bids and tenders website.  If you view a document without registering as a "Plantaker", there will be a watermark on the document.  Those who wish to download the document for purposes of participation in the bidding process MUST register as a PLANTAKER for that project to gain access to a non-marked file.   This registration allows notification of any change in status, addenda etc. throughout the bid period, and facilitates the accurate and compelte posting of bid results.

There is no fee for electronic documentation.  There may be a fee for a hard copy picked up in the office.

Why do I need to register?

Registration will ensure that you are added to the contact list and that you receive notification of any addenda that may be issued with respect to the Bid Opportunity. Please note that failure to acknowledge an addendum may result in the rejection of your response to the Bid Opportunity.
