Methadone Clinics & Dispensaries
The City of Quinte West is undertaking a study of Methadone Clinics and Dispensaries as directed by Municipal Council. We are looking at the need to plan methadone clinics and dispensaries in the future. Your input is essential to ensure that the needs of the community are met.
The issue of methadone clinics has been the subject of recent discussion within the City of Quinte West . Neighbourhood concerns, business interests, community health issues and public policy are all considerations that must be considered and have been researched through this process.
On May 16, 2011, City Council received a report from Staff and Council subsequently passed Interim Control By-law #11-84 which applies to all lands within the municipal boundaries of the City of Quinte West. An Interim Control By-law is a legal mechanism to temporarily control land uses until such time as a study can be prepared and more permanent controls can be considered. In this case, the interim control by-law prohibits the use of land, buildings or structures for the purposes of new methadone clinics and/or methadone dispensaries for a period of one year. The interim control by-law was passed to provide time for municipal staff to complete a study and form a recommendation to municipal council regarding land use issues and regulartions for methadone clinics and methadone dispensaries. The temporary restriction prevents new clinics and dispensaries from establishing within the boundaries of the City of Quinte West until the study is completed.
City Council directed the Director of Planning and Development Services to review current policy and regulations regarding methadone clinics and to prepare a draft report for circulation to the appropriate organizations and agencies to consider.
On August 25, 2011, the Director submitted a report to the Planning Advisory Committee on the subject of methadone clinics and methadone dispensaries. The report provided background on methadone, how methadone is regulated, the community value of methadone treatment, a review of methadone clinics in Quinte West, and an outline of Planning issues associated with methadone clinic uses.
Public Consultation Meeting

The City's Planning Advisory Committee will host a Public Consultation meeting to seek stakeholder input on proposed amendments to the City's Official Plans and Zoning By-laws relating to methadone clinics and dispensaries. The proposed amendments will serve to advance a policy and regulatory framework that would provide appropriate opportunities for the location of methadone clinics and dispensaries in the City of Quinte West.
The City hopes that residents and stakeholders are able to attend the meeting to provide the City of Quinte West Planning Advisory Committee and Staff with your input.
