Site Plan Control

Council has delegated the responsibility for Site Plan approvals within the City of Quinte West to a committee of staff comprised of the Director of Planning & Development, Director of Public Works, Fire Chief and Chief Building Official or their respective designate(s) with the passing of By-law #03-38.

Site Plan Control is a type of development approval that establishes both design and technical aspects of development proposals and ensures that the project blends with the character of the local area. Site Plan approval is regulated by Section 41 of the Planning Act. The entire City of Quinte West is designated by Council as a "Site Plan Control Area". 

Site plan approval is an essential component of the development review process. As such, it is intended to implement the objectives of the Official Plan and eliminate or reduce negative impacts on adjacent land uses.

Site plan applications are generally reviewed with respect to the following considerations:

• Zoning by-law requirements
• Grading and servicing standards
• Transportation planning standards
• Landscaping standards
• Accessibility standards
• Environmental conservation
• Conformity with Municipal and Provincial guidelines

Site plan approval is required prior to the issuance of a Building Permit for all developments subject to Site Plan Control. Please contact Planning & Development Services to determine whether or not your development proposal requires site plan approval.

Site Plan Control committee meetings are held monthly on the first Thursday of the month at 2:00 pm. Special committee meetings are held at the call of the Chair.
