Purchasing Principles

The City of Quinte West strives to purchase and supply the proper equipment, materials, supplies, and services when needed, with the right quality, the right quantity, at the right price, from the right source, and at the right time using a competitive process that is open, transparent, and fair to all.

Process 

Competitive bids are called when a purchase is budgeted to exceed $25,000.00. The public opening of a tender is usually the same day the tender closes. Request for Proposal openings are not public. All bids are evaluated and checked as to their accuracy and compliance with mandatory requirements. Providing the project can be awarded within budget, the Department Head may proceed with award without further approval.
